The Ministry of Environment is the coordinating institution of Environment and Natural Resources Sector in Rwanda. It was established to ensure development of the environment. It must also ensure the safeguard of green and climate resilient for growth of the economy and ensure optimal and rational utilisation of Water Resources, Lands and Forests for sustainable national development.

Overview
Mission
The Ministry of Environment was established to ensure the protection and conservation of the environment and ensure optimal and rational utilisation of Water Resources, Lands and Forests for sustainable national development.
Responsibilities of the Ministry of Environment
As stipulated in the Prime Minister’s Order Nº 108/03 of 15/10/2020 Determining mission, responsibilities organisational structure, salaries and fringe benefits for employees of the Ministry of Environment, MoE has the following responsibilities:
1o To develop and disseminate the environment and climate change policies, strategies and programs through the following activities:
a) to develop strategies to promote partnership and enhance capacity of private sector to invest in activities of environment and climate change for sustainable economic development;
b) to develop laws and regulations to ensure protection of the environment and conservation of natural ecosystems;
c) to develop institutional and human resources capacities in environment and climate change.
2o To monitor and evaluate the implementation and mainstreaming of environment and climate change policies, strategies and programs across all sectors, especially productive sectors;
3o To oversee and evaluate institutions under its supervision by providing guidance on the implementation of specific programs to be realised by the institutions under its supervision and local government;
4o To mobilise necessary resources for the development, protection and conservation of the environment for the climate change adaptation and mitigation.
The Minister
Dr. Jeanne d'Arc Mujawamariya
Minister of Environment
Dr Jeanne d’Arc Mujawamariya is the Minister of Environment, of the Republic of Rwanda.
Prior to her appointment in November 2019, she served as Ambassador of Rwanda in Russia from 2013 and Rector of Kigali Institute of Science and Technology- KIST from (2011-2013). Dr Mujawamariya Jeanne d’Arc served also as Rwanda’s Minister of Gender and Family Promotion (2008-2011); Minister of Education (2006-2008); Minister of State in Charge of Higher Education (2005-2006) and Minister of State in Charge of Primary and Secondary Education in the Ministry of Education, Science, Technology and Scientific Research (2003-2005).
Minister Jeanne d’Arc Mujawamariya a PHD holder in Physical-Chemistry from the Indian Institute of Technology-IIT Roorkee, India.
She is passionate about environment conservation and efficient natural resources development to achieve sustainable development and green growth for Rwanda’s socio-economic transformation.
Minister of State
Dr. Claudine Uwera
Minister of State for the Environment
Dr. Claudine Uwera is currently the Minister of State for the Environment in the Ministry of Environment. From April 6, 2018 to August 22, 2023, Dr. Uwera was the Minister of State in charge of Economic Planning in the Ministry of Finance and Economic Planning (MINECOFIN).
Before joining the Ministry of Finance and Economic Planning, Dr. Uwera was the National Coordinator of the “Rwanda Natural Capital Accounting Program” (NCA). Rwanda was one of the World Bank’s pilot countries for “Natural Capital Accounting program". NCA is an important tool aiming to broaden the measuring of economic progress (GDP) by incorporating national capital wealth, environmental degradation cost and assets into the System of National Accounts (SNA).
Dr. Claudine Uwera is an Environmental Economist. She did her PhD studies in Sweden where she gained a high experience by working closely with the environmental economists’ team of the University of Gothenburg, from 2008 and 2013. Dr. Uwera has been teaching at the University of Rwanda, in the School of Economics, since 2003 and she is still providing support.
Dr. Uwera has substantial experience working on Strategic Planning with focus on Green Economy and environmental economics issues in Africa and especially in Rwanda.
