Adapting to Climate Change in Lake Victoria Basin (ACC-LVB) Project
The project “Adapting to Climate Change in Lake Victoria Basin (ACC-LVB)” is a regional project under implementation in the Lake Victoria Basin (LVB) – a water catchment including the five East African Countries of Burundi, Kenya, Rwanda, Tanzania and Uganda. The overall objective of this project is to “reduce vulnerability to the negative effects of climate change in the five LVB countries” by implementing both regional and community-based climate change adaptation interventions. The components of the project are as follows:

ACC-LVB project is funded by the Adaptation Fund (AF) through UN Environment Program (UNEP) as the Implementing Entity (IE) and the Lake Victoria Basin Commission (LVBC) a specialized institution of the East African Community (EAC), as the Executing Entity (EE). The project received USD $5M grant from the AF. The Funded Activity Agreement became effective July 5, 2017 followed by an inception workshop on June 27, 2018. The project implementation was expected to last for a duration of 3 years, with an original completion date of June 2021, but was revised to June 2023. The request for a no-cost extension was granted by the AF Board due to the prolonged inception phase and COVID-19 pandemic that occasioned the delays in the execution of project activities. In terms of management and implementation, the project coordination unit (PCU) sits in the LVBC with a full-time Project Manager (PM), a finance officer, and a part-time Chief Technical Advisor (CTA) that remotely provides guidance and technical support to the implementation of the project. In addition, each of the five partner countries have climate focal point ministries (National Project Teams, NPTs) with designated national project coordinators (NPCs).
LVBC Secretariat disbursed US$520,000 in each Country Member State including Rwanda. The Ministry of Environment as the line Ministry for the project signed a MoU with Kirehe District on 21st January 2020 to implement the project and it is being implemented in Gatore, Gahara and Musaza Sectors.
STRENGTHENING CAPACITIES OF THE ENVIRONMENT AND NATURAL RESOURCES (ENR) SECTOR FOR GREEN ECONOMY TRANSFORMATION PROGRAMME.
The Government of Rwanda has demonstrated a strong commitment to transform Rwanda’s economy to a Green Economy. This intent is well articulated in the National Strategy for Transformation (NST1; 2017-2024) and the 50-year Green Growth and Climate Resilience Strategy (GGCRS). Although the Environment and Natural Resources (ENR) sector has made notable progress over the past decade, gaps still remain in the technical and institutional capacities of national and decentralized institutions to better coordinate activities, implement policies and mobilise resources to effectively deal with a broad-range of existing and emerging issues. The ‘Strengthening Capacities of the Environment and Natural Resources (ENR) Sector for Green Economy Transformation’ programme have build on the positive outcomes of three previous UNDP supported ENR sector programmes and is focusing on strengthening the institutional and technical capacities of the Ministry of Environment (MoE) and the national green fund FONERWA to act as main drivers of the Green Growth and Climate Resilience Strategy and key coordinating and funding institutions within the sector.
The programme is being implemented as part of a concerted effort with other UN agencies and Development Partners.
The objectives of the programme are achieved through the following outputs:
The intermediate objective of this programme is ‘to strengthen the technical and institutional capacity of national and decentralized institutions in the ENR sector as catalyst for green economy transformation that is resilient to climate variability.’ Which is set to be achieved through the below three comprehensive and mutually reinforcing outputs
The programme is contributing to the UNDAP 2018-2023 Outcome 4 and UNDP-CPD 2018-2023 Outcome 2, ‘By 2023 Rwandan institutions and communities are more equitably, productively and sustainably managing natural resources and addressing climate change’, and contribute to the Sustainable Development Goals 7, 9, 11, 13, 15 and 17.
The programme is being implemented by the MoE and FONERWA. Quality assurance is done by UNDP. Each implementing institution reports to the Steering Committee chaired by the MoE with representation from relevant stakeholders. The programme’s budget is $4,400,000 committed resource by UNDP and $250,000 in-kind contribution from the GoR. Further resources have been mobilized to support the implementation of NDCs and to support SMEs that have been ruined by pandemic of covid 19 to scale up and carry out the priority activities.
SCENR also works with National Industrial Research and Development Agency (NIRDA) on green technology research, through the support to the Cleaner Production and Climate Innovation Centre (CPCIC); the Rwanda Investigation Bureau (RIB) on environmental crimes and awareness raising; Rwanda Housing Authority (RHA) under prioritized areas of greening of IDP model villages, together with districts under the guidance of MINALOC.
